  Authority Aims and Contracts Strategy

The Authority operates Europe's leading fusion device, JET, and conducts the UK's fusion research programme at Culham Science Centre in Oxfordshire.

The Authority aims to deliver its work programme in both areas in a way that is safe, environmentally responsible, value for money and publicly acceptable. In order to do so, the Authority seeks the help of competent contractors, whilst maintaining overall control of its sites. By doing this, it is able to work closely with its contractors to the benefit of all concerned.

With external expenditure of around £100 million per year, the Authority offers a wide range of openings for contractors. It aims to keep contractors briefed on the contracts it is putting to competition through the contract opportunities advertised weekly on this site.

The Authority's requirements span a vast range of goods and services associated with any complex business - from the core functions associated with operating fusion research to pens and paper. To support these requirements Authority uses a variety of contract strategies depending on the nature of the requirement, its complexity, the degree of innovation required and the maturity of the individual market and supply base. Examples of contract strategies currently in operation include simple supply and demand through to alliance arrangements.

The Authority has a strong preference for firm priced contracts, although as the complexity of requirement increases the Authority actively uses other pricing methods, including activity schedules and incentivisation. The Authority was an early user of the NEC suite of conditions, and this remains its preferred terms and conditions; however, the Authority retains and uses its own bespoke conditions and those associated with other specialist markets as the requirement demands.
